First bench test...FAIL

Tried first start on the Pinto today and it looks like the starter motor doesn't have enough grunt to turn over the engine, you can see the fly wheel kick a little bit when it engages but it won't turn over. I got the starter second hand, when you put the power to it off the engine it sounds good and spins really fast. The engine turns over by hand its tight I have to use bar on the pulley to turn it but I would've expected that.
What do I try next?

    Remove spark plugs. Engine should turn over easily with a socket on the crank shaft bolt and standard sized 1/2" drive ratchet.

    Won't know till Saturday my 16yo and one of his mates are the one building it, I'm just the supervisor(and the bank) on this one. I'm gunna look into what it will cost to test/rebuild the starter motor tomorrow.
