ebay and Paypal funds

Whats the deal with PayPal funds these days?

Just heard if you sell and are paid via PayPal they hold funds for up to a month after transaction? Think of the interest being made on all the funds being 'held'.

edit: Just researched and came up with the following:
While you establish your selling track record, access to funds from buyer payments may be delayed to help ensure items are sent as promised. Rest assured this is a temporary situation.
As soon as you meet all of the following criteria, payments from your buyers will generally be available immediately:
  • It's been more than 90 days since your first successful sale and
  • You've had more than 25 sales transactions and
  • You've had more than $250 in total sales and

Back to Gumtree I guess until eBay wreck that too.

Sounds like just for the new sellers while they establish a track record.
What happens if the buyer does not leave feedback?
Or if the buyer pulls a swifty and says he hasn't received the goods.

But yes, eBay and Paypal are powers unbeknown to themselves.

eg. It is no longer possible to email eBay if you have a dispute or a problem. Only "live chat".
