Capri inner scuttle repair

I need to repair rust in the inner scuttle area on my Capri. It looks like the only way to access it is by removing a section of the outer scuttle first.
It seems this is a common rust area on the Capri as water gets trapped in there. What have you guy's successfully used to prevent rust reoccurring  in that area once repaired?

    When you remove the outer panel, create 2 "inspection plates" so you'll always have access. 
    Ensure drain is not blocked and check it for "all clear" at every service

    Thanks for the reply BEEVEE.
    I should add it is the end section of the inner scuttle above the A pillar.
