You sure the jets aren't blocked then? 
 
Also the XF used a vacuum solenoid and the XE had the electric.  I'm not sure how to hook it up but if you google it I'm sure you'll find it somewhere.
 
I found a pic showing the carb hooked up with the vacuum solenoid if that helps.

this is a pic of my old carby (i only took it off a couple of weeks ago) 12v was running to the solenoid

Thanks Matt, do you reckon that carb is running? Can't see a fuel inlet connected. I'll definately note these vacuum pipes because thats definately my carb.
 
Thanks tybrown, I'm pretty sure we're running different model carbs (mines defs the XF one). Question: how did the escy go with this carb on it?

No, it was just to show the vacuum solenoid setup

blocked jets it was. took them out and cleaned them thoroughly, there was a lot of junk down there. shes kicking over, just to tune the carb a bit now!
