fouling plugs

ok my 2l escort keeps fouling no 3 and 4 plug as soon as i start the car it has twin webbers and was running ok with them not shore what's going on any one got any ideas

    Maybe the float in the back carb has developed a leak, the needle and seat could be leaking also? I'd be looking at the rear carb for anything that could cause a sudden change to over fueling. I take it the plugs are fouled with fuel and not oil?

    check balance of carbs ,could be out.
