Quick release steering wheel hubs

Are quick release Steering wheel hubs legal on street cars that are not fitted with airbags?
I keep finding conflicting reports and as my car is mainly going to be on the driveway it would be an ideal deterent.
If you can tell me where it says in the motor regs that it isnt legal I'd appreciate the info.
