heater bubble removal

Hi i was wondering what the best way to remove the heater bubble is because i need to do a small rust repair.

    the only way is to drill out the spot welds. I have done it on one of our cars.
    You can buy a special drill bit specifically for doing spot welds from a tool specialist store.
