DO THESE FIT RALLY PACK BUMPERBARS ?

I don't think so; the shape of the cut out suggests that these are more likely for full width bumpers that have the rubber strip running across the centre.  I'm no bumper over-rider expert though, so don't know exactly what was fitted to rallye packs.  There is a member here who has collected all sorts of variations of over-rider, so maybe do a search for and contact him directly.
