Putting her back together

Hey Fellas,
 
have some time this week to finally get the ol girl ticking over ,
 
current situation:
 
Glass is in and sealed  , clear coat is mostly cut and buffed ... wiring harness original is back in ...
 
Problem >
 
when i turn the key i can hear the solenoid to the starter clicking on but there is no turning of the starter..
 
i have previously had no dramas with it but it has been 2 yrs or so with no fire so i guess anything is possible  ..
 
my wiring knowledge is limited at best , however i have recharged the battery , tested for charge via the headlights and horn, and jump started the battery with another car all with no action from the starter
 
pulled the starter out and took the front housing off and she looks a little worse for wear ( dirty / oily )  , the wires that join to the brushes? are exposed / furry and possibly earthing out? 
 
any help would be most appreciated - as all of you can understand , the final few steps to driving are the most tedious !
