pretty sure a ballast resistor is used if the ignition coil is a 9V rated coil. When cranking the engine over the full battery 12v is applied to the coil to give extra spark for starting .Once up and running with the key in the normal position for driving, the ballast resistor is then included in the ignition circuit to drop the voltage supplied to the coil to 9v to stop the coil burning out. If you use a 12V rated coil you don't use a ballast resistor. I know the 2 litre escorts had a ballast resistor standard ( it was a length of resistance wire built into the wiring loom in the engine bay ) but not sure on the 1.6L. I may be mistaken though!
