CEL bulb intact and working, so some other part of the car is causing no CEL to appear.

Trying to still get this blasted car to fire.
Have pretty much concluded that the car is not receiving a RPM Signal so the ECU doesn't know if the car is 'awake' or not to send an pulse out, so no spark.

ECU grounds/earths and power are all reading normal Voltage
All relays & fuses are getting correct voltages
Coil and Ignition module is getting 12V
Dizzy rotor is rotating on crank
Still no sign of any CEL light (shouldn't it come on normally when you turn the ignition to on?). I think this is an different issue to the spark not firing however.
