Harness as in wiring harness; From non turbo to turbo - yes, labelled 19 and 21 (fuse box area), and different wiring withing different harnesses of the same number depending on the vehicle it came out of.
Not sure why, however has been the case in solving engine swaps/upgrades in the past.
