There is then an L-shaped bracket between that and the foglight. Attach the foglight bracket with a nut to the bolts threaded section. I just checked the bolts on my USDM MKIa and MKIb. The ones on the MKIa would line the fog lights up as shown in the Toyota photos/renderings.
