Cam Timing

Hi All. Just setting up my cam timing and the data on the newman phase 4 says inlet opens at 22deg btdc.So I set my crank to 22deg, set my cam via a dial gauge on its opening point and the vernier cam wheel shows 8 degrees out.If i set it up all tdc then thew inlet opens 30deg btdc.
