I think the main benefit from the insulating spacer is to help prevent vapour lock; reducing fuel evaporation is a bonus.

the dremel with a bit of time and a grinding wheel took care of it no problems.

Hole is now opened up and plate back in place.

Thanks to all for the input and advice.
