I now have letter from regency(sa vehicle inspection authority). It says "at power" quad throttle bodies and aftermarket ecu will be acceptable to this office.
I am so pleased with this as it means no emmission test on rollers!$$$ Its all thanks to my engineer argueing the technical point to them that a standard zetec motor running on this setup is under emmission standards.

Thats a great result - it possibly opens the door a little for the rest of us.
