Because Australians have sadly been the target of dodgy UK sellers using Aust as a dumping ground for broken and inferior goods.
99% of the pommy sellers I have dealt with have been awesome but I was stung once and paypal was useless.
Eg: item cost $200, postage $80= $280. To get a paypal refund the item must be returned but you only get the item price refunded, not the postage. So minus $80 postage and minus $80 return postage = minus $160 and no item.
It's also hard to pick the buggers as they change identities 6 times a year!
