hey guys,
does anyone know where this goes on a 2L pinto? engine builder took it out from somewhere and I can't find anything on it in the manual.

Correct, also make sure that the spacer is on the block for the fuel pump as well.
 
Found out the hard way it is important.

True,trying to run without the insulator over strokes the pump and kills it.

It certainly does.  It's a pain to work out what went wrong too.
