Then when it doesn't crank drops to like 9.0



 
I still stand with what I said earlier but I assumed that you checked voltage(while attempting to crank) Both at battery and also post solenoid cap( big terminal that is closest to the starter body). If you are still getting 9v or more post solenoid cap starter is definately faulty. This method will also check for correct solenoid operation.
If you are getting less than 9v post solenoid you then have a voltage drop problem. do this test  and report back.

So nothing final yet but I am somewhat convinced that the starter is probably not reeeaaallly quite strong enough for the new motor.
There seems to be no pattern as to when it will or wont start.
All I do know is it seems to do it most when I am away from home :-(
Started several time last night tuning and no probs. Drove to the servo for some petrol and wont start. Tried it 4,5,6 times and away she goes no hassle.
I think baybe if it is warm and stops on a compression stroke or something maybe it just quite hasn't got the guts to kick it over - who knows.\
That was the least of my dramas last night.

Is the engine modified at all, higher compression etc?
If it is you may need a hi torque starter have a look here

yeah 60 thou overbore and 10:1
I'll wait till the motor beds and see - seem to have less issues with more driving. or at least it seems to get over it quicker.
Otherwise yeah bigger starter.
