Factory ECU is part of the emission control system (especially at cold start) and must be fitted if engine being fitted is post 1988 build. This is what I have been told by an VASS Engineer and the EPA.

ADR42 is not stamped on a MK1/2 Escort compliance plate. And it's not really a emission related ADR.

Escort year of manufacture applies in regard to emissions regardless of what engine you put in it.", then you wouldn't need to run a catalytic conveter as Escort year of manufacture does not require a catalytic converter.
Anyway, I only asked as you said you passed engineer certification with the Haltech and I wanted to know as I would like to do the same, but been told not possible. Well here in VIC anyway. Did your engineer pass the ECU and emission control system using the "year of manufacture of vehicle" statement Bill? You NSW guys are very lucky if this is the case.
