I have a 65 Ford Falcon that tries to start, meaning the starter works but then it won't turn over. I just installed a new manifold and carburetor and she won't start. Any ideas why? I have already checked the plugs, fuel and the carburetor is brand new. One thing I will mention when the car stopped running it made a loud wheezing noise. Not sure if it came from the old carburetor or from the engine. I am wondering if it is the timing belt/chain since we have checked everything else.

What condition is the battery in?
How is the starter and leads?
Have you turned the engine over without the plugs in using the starter?
Does the engine turn over by hand?
Just a couple of things to check/try.

Distributor 180 degrees out? 
Lifters fully pumped so leaving valves open?
Keyway sheered off the timing gear?

okay when i said it won't turn over i meant it won't start. This is everything we have checked
wires, points
solenoid
coil
starter
alternator
and now we are going to do a compression test on the engine. I hope that isn't it. it will be a job replacing the rings.

oh it does turn over just not start.  and yeah the engine will turn over but it will not start. sorry about the confusion. we are going to do a compression test next.
we have done the wires, points, checked the condenser, selenoid, coil, starter, alternator.

Every motor needs Spark/Fuel/compression.
 
Check in that order so you know what system the fault is with.

We solved the problem, it was the new rotor, it didn't fit snugly on the distributor. I had to hire someone else to find out  what was going on. Now i have a weird rattle coming from the upper side of the hood have no idea what it is, only rattles when I am driving not  when I am just sitting there in parking lot. So strange, have no idea what it is. Car drives great no problems but that annoying rattle.

what do you mean 'a weird rattle coming from the upper side of the hood'? are you sure it's not coming from the bottom end? Get a screw driver and put the handle end to your ear and the other end on the rocker cover,sump and see which end (top,bottom.) has the most noise! if it's the bottom,it's bearing's! if it's the top could be a spring,valve,push rod,just to name a few.does it blow ANY smoke at all? (blue-oil. black-fuel)  good luck mate.

is it a log motor(inlet manifold is molded to the cylinder head!) or is it a X-flow mate? if it's a pre-X-flow,and the manifold come's off,it will be a 2V head!!
(bloody good cylinder head!!) I have two of them.one in my drag kah,and one in storage. .
