The 32/36 is a mechanical progressive carby and as such the secondary is opened by your foot. It is not controlled by vacuum.
gtv6capri is more than likely on the money. Accelerator pump failure.
Remove the air filter so you can look down the throat of the carby, and while looking down the throat, with the engine not running, rotate the throttle shaft and you should see a jet of fuel being squirted into the primary barrel, and only the primary. The secondary barrel should not get a squirt. If there's no jet of fuel being squirted into the primary barrel, then your accelerator pump is not working. Most likely cause would be the diaphragm is buggered, so replace it and it should be good to go. Could also be a blockage in the jet or carby passages, though I have never seen this.
