Looking at ADRs to work out what shell I need. There seem to be three pollution ones; ADR 26 (Jan 72), ADR 27 (Jan 74) and ADR 27A (July 76).
 
In the beginning section in all three documents it states 'The Australian Transport Advisory Council has also recommended to the Commonwealth, State and Territory governments that the options available in ADR XXX - Vehicle Engine Emission Control, for motor vehicles which use unleaded petrol exclusively, shall only apply to motor vehicles manufacture on or after July 1 1985'.
 
If fitting an engine which does not require leaded fuel doesn't this suggest these ADRs don't apply? Or is is based on the original car (seems weird?).
 
Does anyone have a copy of the original ADRs? (the ones I have are ~1984)

In regards to pollution the ADR will apply to the manufacture date of the engine.
So if its a modern unleaded engine, it needs to comply to that year. 
 
Which means you can't transplant a Zetec/Duratec in a mk2 escort and then put 50mm webber carbs. You will need to include factory inlet, exhaust and ecu OR if you alter any of these prove (have engineer sign off and EPA test) that the engine adheres to pollution results to or better than the ADR requirement. You'll also need catalytic converter etc. of course to get this.

What are you looking to do?  The shell you want is the early MK2 that is ADR 27A (July 76).

I've got a zetec in my RS at the moment. Transport did agree with the swap essentially based on it being an equivalent engine (which is allowed). I already had efi and no emission gear on the pinto and Transport had given it the OK, but I don't think they were right to. I used throttle bodies etc so its not really compliant I don't think.
 
I want to get a new shell and whack the Zetec in that. Wanted to try to do it all 100% legal as there will be a bunch more mods. Was looking at what the best year to get was, but if its done off the year of the engine then there is no point worrying about it.
 
Evobda2 do you know where that's in writing as a rule that its the newer of car / engine? Had a look through those links but can't see it.

Just to tidy that up Matt - ADR27 is what you want.  ADR27A was full pollution control.
 
If you fit a later model engine then (at least in Victoria) the emissions need to match that of the engine, the build date of the car is now irrelevant. So if you fit a ZETEC from a 2012 Focus it must comply with 2012 emission requirements.

How much work has been done to this Zetec? If there isn't too much put it back as close to original as possible to pass emission tests. Once you have passed and the car is legally registered then do what ever modifications you wish to it. Just don't get defected or you have to do it all again to get it back on the road.

Another option is running the engine on LPG, I know someone building up a MK1 Escort with a Zetec and going to run it on gas to eliminate any issues with not passing emission tests.

Don't forget e85 burns significantly cleaner, whether you run say 30-50% with some 98ron.
And a new catalytic convertor (ceramic tend to give cleaner results) helps a heap as well. With a efficient tune as well you should be able to pass emissions tests no problems.

I was going to suggest E85 but it's not as available as LPG.
