It won't (in theory) pull up any better with vented disks, as all they do (by virtue of their mass) is absorb more heat, thereby resisting fade.  If you are racing then that's an issue; on the street, probably not, unless you regularly and repeatedly ignore the road rules.  As an aside, I read about some tests on a 911 with and without ceramic brakes.  Even when working them super hard, with repeated braking from very high speeds on a track without pausing for them to cool down, the standard brakes didn't suffer from fade, making the 5-figure premium for ceramic brakes a pointless exercise.  Escort brakes are clearly in a different league, but the principle is the same - no point paying for more than you need.
 
Want better braking?  Get better tyres, as that's the part of the braking system that actually does the stopping.

Yes, my escort has ~130bhp pinto, runs a 16.2 sec 1/4 mile. Yes, quick rack makes for harder steering at low speeds but makes the car much safer / controllable at high speeds

If you are serious about applying horsepower and torque from the turbocharged engine you will need to ditch the van rear springs and lowering blocks. The leaf springs will whip and cause problems under acceleration.
At minimum add upper and lower trail arms and retain the leaf springs should solve some of the problems.
Ideally suggest looking for a 4 or 5 link suspension with coil overs and ditch the horse and buggy style rear springs completely.

Have you considered possibly putting in a engine which is already turbo charged such as a SR20 for example. I have seen a few Escorts which have had it done and I would imagine it would be cheaper then building up a turbo Pinto
