Get RWC then mod plate after the turbo conversion (& brake upgrade). No problems with 2L turbo in an escort. Rules in Qld are factory curb weight (from Qld transport records, not the actual weight of car) x 2.5 forced, x3 NA.

There is a list of acceptable VASS engineers on the VicRoads website.  Have a look for some local guys and just make a few calls or better to drop in and have a chat and go from there.
